AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just over a week before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the 29 October election.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these parties, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.
The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
